How to Prevent ControlTipText Pervasiveness

I assume there is a method by which to disable or make invisible the
ControlTipText feature on a form. After a period of time of having the
help tips flash with mouse movements, users seem to get annoyed by it.
In an effort to achieve a level of pacification, can someone enlighten
me as to what is required. Thanks. Dalan

I have made a few feeble attempts, but to no avail.
