Active Directory Remote Settings

I am trying to set globally within Active Directory User and Computer when you click on an individual user's properties and go under Remote Control I want it to be auto off on all new users I create for the "Reguire's User's Permission" that way I don't have to go in there and click it every time I create a new user. How would I go about that?
