Updating app.config on a client machine

I'm trying to find out how to update an app.config file used in an
application on a client machine. Currently the client application
gathers data from certain sources and sends it through a webservice, to
the server. However, the source data (just ID's) will change over time
and this will need to be updated on the client's machine. So, any
ideas on the best way to send a very small amount of data from the
server to the client machine, check for differences between this data
and the config file, and change the config file programmatically would
be greatly appreciated...or would there be a better way to store/update
the source data?
