ManagementScope And administrative Shares

Why do I get an ManagementScope invalid paremeter exeption when I do
use a administrative share (c$)?

I may be going about this the wrong way however, basically I am writing
a Server side client update program, I need to be able to launch and
exicutable on the clients michine so that I can register activex
controls. Is there an easier way to get this functionallity than
having a client side application, launched from a server side command?
