F1 help and Shift-F1 shortcut

I have a form that I have the help provider and the help comes up fine
via F1. But, I also have a shortcut which is Shift-F1. When I hit
Shift-F1 the help first comes up, I have to close that before it does
what Shift-F1 is to do.

How can I make Shift-F1 NOT do an F1???

Hi
i am not sure if you can separate the upper and lower function with
function keys it better if you can change the other shortcut to something
else
