WebBrowser in form; Show URL that is protected with a windows logon.

I have a form that I want to display a webpage. The catch is that the
url is protected with a address like this:
Http://MyLogin:P@ss@www.securesite.com.

If I go to the page via IE[www.securesite.com], I am prompted to fill
in the username and password dialog. I get in fine. When I try to
hardcode the url using URL encoding I am denied access.

AxWebBrowser1.Navigate("http://user:B1C_@11*@9.212.1.131/cgi-bin/NoService_Vis/TLXSubmit.cgi?INSTANCE=VIS_QUERY_FORM")
or even
AxWebBrowser1.Navigate("http%3A%2F%2Fuser%3AB1C%5F %40110%409%2E212%2E1%2E131%2Fcgi%2Dbin%2FNoService %5FVis%2FTLXSubmit%2Ecgi%3FINSTANCE%3DVIS%5FQUERY% 5FFORM
")

How do I send a username and password to this dialog box? Do you have
any example code?
