how to compare 2 files in VBDOTNET?

hi all
i want to compare two files,one is a xml file which has some certain
rules,and the other one is a "pl/sql" file.
i want to check each and every line of the "pl/sql" file which should
satisfy the rules written in xml file,if any error occurs,it should
display an error message in a new window(Or msgbox)
i want to do it with visual basic.net.
rules are in regular expression in that xml file,
i need full coding or atleast some tips..

XML: 'System.Xml' namespace.
Regular Expressions: 'System.Text.RegularExpressions.Regex' class.
File/IO: 'System.IO' namespace, 'StreamReader' class.
