Rules for passing Windoes messages if control A is on Control B which is on a form?

On a Form I have a RichTextBox.

I do the call for EM_SETEVENTMASK with ENM_REQUESTRESI ZE

The user control's WndProc writes to the consol to keep track of any
EN_REQUESTRESIZ E messages.

As I type into the RichTextBox I see the results of the console writes in
the Output window.

I add a Panel to the Form and move the RichTextBox into it.

I no longer get the console writes.

Seems like the Panel is eating the EN_REQUESTRESIZ E messages and not passing
them to the Form .
What are the rules for passing Windows messages if control A is on Control B
which is on a form?

Do Windows messages from A get to the form?

Can I force that to happen?

Is there a solution for me?

As the compact implementation of the form class does not have a wndproc function to override, i cannot get the messages.
