Vista Task Scheduler weirdness

I'm attempting to open a program using Visual Basic 2005. Here's my code:

If I run this through Visual Studio, it opens the program "The Downloader"
no problem. If I publish and install it, firing the installed program opens
the program "The Downloader" no problem.

So here's where it gets weird. If I set up the Vista Ultimate 64 bit Task
Scheduler to run the installed program it does not open the program "The
Downloader".

I've successfully set up Task Scheduler to run other programs I've written,
so I'm pretty sure I've got all the settings right. If in Task Scheduler I
highlight the task and then hit "Run" under "Actions", "Selected Item", and
then check the task history, it says the action and task were completed
successfully even though "The Downloader" has not been opened.

Any ideas?
