Change positioning of tooltip when displayed

I have a tooltip control added to my form as well as a treeview
control. By using a Microsoft KB article
(http://support.microsoft.com/kb/319963) as a guide, I was able to add
tooltip support for individual treeview nodes. However, I noticed that
using the method shown in the KB article made the tooltip pop-up such
that the cursor was in the center of the tooltip instead of the usual
behavior where the tooltip's upper-left corner is placed at the cursor.

If there isn't a way to fix this, is it possible that I could manually
set the position of the tooltip control when it is displayed, so that
it shows up correctly?

I did not find it by Google on Microsoft sites I know 102 is just too long and tooltip would not display at all actually first two level of menuitems does not display tooltip properly. level1, nothing seem to show, level 2 flash by quickly and disappear. I use Visual Studio 2005 and created a very simple Form with one button. I added a Tooltip for that button. It shows fine the first time I hover over that button. But if I let it disappear by the maximum time it should be displayed, it never shows again over that button. Is that intended? And what can I do to make it show again?
