Conditional inclusion of content file

I have a blank database file in my project with Build Action = "Content" so
that the file is included when I do a "Build Cab file".

However, when I'm debugging, I don't want the blank file deployed over the
existing database file.

Is there a way to tell VS to only include the file in Release builds?
