trouble installing plpgsql

Hello,

When I attempt to run 'createlang plpgsql template1' I get the following
error:

Error at or near "createlang" at character 1

Running psql 7.3.4 on redhat 9

Logged in as postgres

Verified existence of /usr/lib/pgsql/plpgsql.so

Any ideas on how to fix this problem?

createlang is a shell script, not an SQL command. Run it from the shell.
