Locking with foreign key constraints

Will 7.5 fix the issue of the over-zealous locking with foreign key
constraints - where two separate transactions can't simultaneously insert
records that reference the same parent record?

The TODO list [1] contains this entry which probably covers what you
(and I) want:

Implement dirty reads or shared row locks and use them in RI triggers

This item has *not* been marked for inclusion in 7.5. Shame.

We sometimes get very large databases that we want to cut down to use for testing. The information is all related to a central accounts table. The way I thought of doing this is to grab all the foreign constraints and turn them into cascade delete constraints, then delete as many accounts as I want. After this I will restore the constraints back to their original state.
