Which version of PHP should I use with IIS7 and SQL Server 2008?

We are running Server 2008 with IIS 7.

1) What version of PHP should we use?
2) Is there any license fee that we need to pay if using PHP for commercial site?

1. Always try to use the latest version unless you have other reasons to need an older version. (i.e. old application)

2. No license required.

Another question: We are installing PHP 5.3.3 or PHP 5.2.14
on Server 2008 with IIS 7. Question: What is the latest version of SOAPClient that can go with either or PHP 5.3.3 or PHP 5.2.14.
