can i get the public key of client machine using php

a big hello to everyone

with your permission i have a few question's regarding php &
identification (note identification, not authentication)

1. does every client on the net has a constant public key or does it
change, say with every reboot ?
2. what's it's size & does it change from one platform to another (win,
*nix, mac)
3. can i get it in php to work with (the public key) ? if you could
provide a simple script that print's my public key that would be great.

What makes you think a client has a public key?
True, some people have personal certs for signing mail and
such, but that's probably a tiny, tiny minority.
