mssql connection

I have a couple of servers here at work that run IIS, MSSQL, and
ASP.NET.

I have PHP installed and running via Apache on my laptop. I was
wondering if I can run code on my laptop (PHP/Apache) to access the
information in the MSSQL databases here at work or do I have to install
PHP onto the servers?

Thanks in advance.

Are your MSSQL servers running ASP? (or even a web-server for that
matter).
That's a rhetorical question - Why would you think you need PHP
installed on the DB's server?

http://us2.php.net/manual/en/ref.mssql.php

The likely answer is that the DB admin has access restricted to the
webserver or other specific IPs

No, you don't need PHP on the server to access them. But you do need to
be able to access the database itself. And if your sysadmin is doing
his job, that will be blocked from outside the company.
