Looking for a CVS file format manipulation utility or code

I've used desktop software that allowed import or eport of data in
comma deliminated format and had a gui interface that easily allowed
columns to be reordered and deleted.

I could do this in spreadsheet but is there a stand-alone
utility of code I can imbed into an app for this?
