This isn't a php question, but a sysadmin issue.
Given you didn't mention the OS, version, or anything pertinent to
answering this question, I'd contact the sysadmin and ask them to fix
it.
If you _are_ the sysadmin, what do the man pages say for logwatch and
how to configure it?
