I added the following lines to PHP.INI.
extension=php_pdo.dll
extension=php_pdo_sqlite.dll
extension=php_sqlite.dll
specifically in that order. I noticed the extensions getting loaded
are alphabetally listed, so I'm thinking that the order of the load
doesn't matter.

I don't need DB-independence, so it's fine using sqlite_*() functions
instead of PDO.
