Oracle 8i and Developer 2000 on Win XP

I have installed Oracle 8i Db and Developer 2000 on Win XP
Developer 2000 in a different oracle home. When I try to connect Developer to Oracle, I get the error "TNS could not resolve." Please provide a solution.

Please check if have your TNS Entry in place in order to connect.
If you are trying to connect to a service name and if it does not exist in the TNSNAMES.ORA file, then oracle will throw the error "TNS could not resolve service name"

I have checked the tnsnames.ora its correct. I even copied tnsnames.ora from DB folder but still getting same error?
I also tnsping on db folder its ok but I am getting error on developer folder. How also do I trace which tnsname.ora is being used by developer?? . Tried strace and trcroute??? where I am going wrong and how do I use them are they compatable with 8i??

FIRST TIME I INSTALL ORACLE 9 THEN INSTALL DEVELOPER 6I ORACLE FORM BUT NOT CONNECT TO ORACLE AND DEVELOPER ERROR IS NO LISTNER
