I'm not sure about the depending on last updated time part, but to select thefirst n values you can use a cursor and a record:

 begin 
open myCursor_cur;
loop
fetch myCursor_cur into myRec_rec;
exit when myCursor_cur%rowcount = 25;
......

There is nothing like last updated time in oracle.

If u want to store that ,u have to store in a separate field.

then u can use any logic to retrive those records.
