Help needed Regardig User_constarint tables

I just want to know if a new table is created with some constaint of foreign key will its new entry can be trapped before going to user_constraint tables.
Suppose i create a new table user_info where user_id is foreign key referenced from some other table user_details i want to trap the entry of this foreign key creation while getting inserted into user_constraints table

Can you please specify what do you mean by trapped before going to user_constraint tables.
