Are the Fields your Trying to Access from differnet tables? Cause if they are its likely you neet to make reference to them eg.

select table1.field, table2.field
from table1,table2
where condition....

When you use the clause group by, you should include in this clause all the fields included in the select clause, except those ones which are 'calculated' (eg. by using count, sum, avg...)

so, try

SELECT <shipstate>, count(<order_to_state> )
FROM <tablename>
GROUP BY <state>
HAVING COUNT(<order_to_state>)>3
