Oracle SQL Developer Connection Error

I'm new to Oracle and having a problem connecting to Oracle SQL Developer (version 1.1.0.23). The error message when I ran a test was as follows:
Failure -lo exception: The Network Adaptor could not establish the connection.

I used orcl as the connection name and SID and used localhost as the hostname. Does anybody know how to fix this?
