Well, I found a " free and open-source implementation of a RMON2 network monitoring agent" called Ramon. There's no downloadable tarball (= tar.gz, a type of archive) yet, but you can get it via CVS (as it says here).

This is a standard, not an implementation. There is no 'source code' for standards - they define how the source is created.
You need to look for an applications that follows these standards such as nepomuk has posted above.

Ah, the comments are probably written in German. There's a free German-English dictionary available under http://www.dict.cc/ and of course there's also babelfish which might (!) translate complete comments correctly.
