MOSS 2007 / Sharepoint Count tottals & Calculate percentage

In short, I'm trying to create a simple dashboard using MOSS2007, but don't have a lot of the additional plugins or webparts installed\available that would make this easy.

I have a massive list (15,000+ items), I need the dashboard to display the percentage compliant for each system, and the appropriate traffic light \ colored bullet based on the thresholds I set.

Here is my current setup:

STIG_TRACKER (list)
- STIG Name (single line text)
- STIG ID (SLT)
- Functional System (Lookup) - was choice but changed
- Compliant (Y/N)

FUNCTIONAL_SYS (list)
- Title (SLT)
- Total (Count related from STIG TRACKER LIST)

Is there a way to count the number compliant for each system using calculated column or some other method? Then I would have the total number and number compliant and can calculate the percentage.

Sample Data Set
STIG1 | 01 | Windows | Y
STIG2 | 02 | Servers | Y
STIG3 | 03 | Phones | N
STIG4 | 04 | Windows | Y
STIG5 | 05 | Windows | N
STIG6 | 06 | Servers | Y
SITG7 | 07 | Servers | Y
STIG8 | 08 | Phones | Y
STIG9 | 09 | Phones | Y
STIG10 | 10 | Windows | Y

Based on that Data, my dashboard would display:
Windows 75% (3 yes out of 4 total)
Servers 100%
Phones 66%

Remember, I have access to the content editor web part, some javascript, but none of the KPI parts or dash boards add-ons. My permissions are full control, I can get any other permissions needed, but can't install additional add-ons or plugins.

I do have access to the Content Query Web part --- is that a viable option?
