NCR(hex) to UTF-8

Can anyone point me to a converter that will change NCR codes to UTF-8?
All of the encodings I have appear as ⪐ etc. and I want the
multi-byte UTF-8 encodings.

I have a web page that does conversions:

http://www.cogsci.ed.ac.uk/~richard/utf-8.html

but if you want to translate a whole lot of stuff it would be rather
tedious.
