PHP 4.3.5 DOMXML dump_file

I'm using:
Windows 2k
Apache 2.0.47
PHP 4.3.5

I've used PHP for a while with no problems. I've upgraded from 4.3.2
to 4.3.5. Using Apache 2 (I know it's "experimental"), has not
presented a problem. I've copied my dlls,extensions and sapi modules
to the %systemroot%\system32 directory. I've not changed my php.ini
file or my httpd.conf file as 4.3.5 is only indicated as a bugfix.
However, I am now having problems with DOMXML dump_file function. It
will not create a file. I'm not getting any errors or exceptions. Does
anyone have a:

1. Similar experience
2. Solution
or better yet
3. a troubleshooting method (teach a man to fish...)
