I dont think you can downgrade a 2.0 project to a 1.1 especialy because of the difference of its DAL, and other components.

I think the only solution is to upgrade to the version IIS which supports 2.0, as it can also support 1.1

IIS 7.0 (which is still in beta) might only support 2.0, 3.0,3.5 ; be careful with that

If the computer that is to be hosting your website gets .NET2.0 framework installed on it, you can set the IIS to use ASP.NET2.0 and you won't have to use .NET1.1

IIS5 and IIS6 both support .NET2.0
