VB - Web - but the actual parameter passed in requested output

I am trying to modify someone elses code that skipped out in the middle of a project and am fairly new to ASP.net. This seems like a simple insert stored proceedure on a pretty basic form. For some reason I am getting the following error when I load the page.

Error Type:
Microsoft OLE DB Provider for ODBC Drivers (0x80040E14)
[Microsoft][ODBC SQL Server Driver][SQL Server]The formal parameter "@DatePicked" was not declared as an OUTPUT parameter, but the actual parameter passed in requested output.

Not that I think the error is actually with this line I can change the 1 to a 4 and it then gives me the same error for the field right above this one.

Command1.Parameters.Append Command1.CreateParameter("@DatePicked", 200, 1,50,Command1__DatePicked)

So I don't don't have a clue as to what that error means and I have been searching for it high and low. Any help is greatly appreciated.
