prevent software installation using c#

Hi,
I am writing a small utility which runs on the server. As all the user require Administrative privilege for some or other reasons it becomes tedious preventing unwanted s/w installations. I want to develop an utility which can modify privileges and can prevent users attempting to install softwares on to the system. You help would of much use to me.
