Changing .tif DPI

I'm having a unique problem where images are coming in from a fax server weird. The control i'm using to display the image assumes that width and height dpi's are the same. Unfortunately, the height dpi comes in at 96 and the width as 204. I've been looking for a way to stretch the image to get it to display correctly but every way i've found uses gdi+ which i want to avoid if possible. Does anyone know how to either resize the image or make a new one so that the image isn't half as tall as it should be?

Correction: I am using an image object but i can't use a graphics object. The picturebox needs to do all the painting.
