How to: Deploying Dotnet v2 Framework for a Web-based delivered product?

I have an application that is based on v2.0 framework. My application needs
to be deployed as a link on the user's organizations website. I thought I
read somewhere that we are only allowed to redistribute the v2.0 framework
on hard media (i.e., CD, etc), but not web-delivered, is this correct?

Is there a setup option that works (easily) like getting access to the Java
JRE (one-button download/install) that can be included in our installer
program (without including v20 itself for size reasons)?
