best technology for remote connection

hi

in a data entry scenario where there is a 2 mb connection between
locations i was wondering which technology would be best for the
purposes between an asp.net web forms application and a vb.net winforms
application

in my researching i came accross an interesting article by Paul D

this article was useful but had an interesting point that i always
understood to be the opposite, he said of the disadvantages of web
forms -

'Performance can be slower in a Web application because you are sending
both the data and the screen design each time you request an HTML
document. In a desktop application, the interface is rendered locally
once, and just the data is brought across a fast network connection'

I have always heard the mantra that web forms or 'thin clients' are the
only way to go because they are much faster for data transfer

Firstly and most importantly - If there were 4 people using a database
simultaneously, would there be significant differences in speed and
network bandwidth usage using a vb.net winfroms application on the
users computer connected to a sql server database over a 2 mb
connection or using asp.net 2.0 web forms?

Secondly - I would also like comments about how this might effect
network traffic, the database would never have more than 4 simultaneous
users, and is not a mass data entry program, more a management program,
each user may manage or alter 10 records per day at maximum levels
