VS.NET 2003 CPU high

Why does VS.NET 2003 use half my cpu processing just to be open and not
doing anything? C#Builder uses no CPU.

My VS.Net 2002 Pro uses 2% on a Mobile Pentium II 266 MHz with 256MB ram.
