Development with panels cumbersome

I'm building a vb.net2005 app to have the Outlook look and feel. I've got a
lot of panels (1 for each of about 30 buttons down the left side).

I'm finding that dealing with 30 panels to be very cumbersome in the
development phase. I'm constantly moving them around, resizing them to work
with them, resizing them to move them out of the way to work with another one
once I'm done.

This is a pain in the butt. Is there an easier way to work with this many
panels?

Have you looked at the "Outlook 2003 Look and Feel" sample? You can find a
