Replacing NetMsg32.exe in .NET

We use an old DOS program NetMsg32.exe for sending text message pop ups to
user desktops around the company. We'd like to migrate this functionality
into a .NET program, and are wondering if there are any .NET Classes that
allow this to happen. We don't need (or want), full MSN Messenger, since
these messages are read only, with no responses necessary, and we don't want
people trying to send messages between machines. We need to be able to call
this class from a .NET Windows service running on a backroom application
server.

Any ideas?
