Watcher for OS events?

Hi all,

Does anyone know a way to have a .NET service listen for OS events,
specifically how to be alerted when the topmost window changes and what the
current window now is? I'll admit that my API background is non-existent.
I've found some references to querying what the topmost window is, but
ideally I'd like to have something like the .NET FileSystemWatcher that will
raise an event whenever the specified change occurs rather than having to
set a timer to query the API every X seconds.
