Generating an active x dll for object distribution over a web page

Here is my situation.

I have a vb6 active x dll with a form that I currently load client side from
a web application. This dll obtains directory list and file information from
the client machine then opens a special configuration of MS Word for client
application processing. The active x dll is kept current by using the asp
object process giving the guid and version so the client always loads the
current required version of the module. "THIS WORKS"

I would like to perform the same process only convert my vb6 dll to a .NET
dll so I don't require two (2) development tools in our shop. Thus far it
appears to me that .NET dll's can not be auto regestered to client machines
through the object ref in an ASP page and they require the CLR to be
installed on the client machines for execution. Meaning I could not expect
the page to run from all machines without forcing our clients to install at
the minimum the framework .. which we then have to maintain.

Am I wrong about this ? Is there a simple clean way as we already have
working in VB6 ?
