Communication with a web-page through VB.NET

I need to start an event in a web page. That event triggers the creation of a
file, which is placed in a library in that web page.
I then need to download that file, but so far I havent found any description
of how to do just that.
Can anyone give me any hints?

In a library in that web page ?

You can send a file to the browser using Response.WriteFile.
http://support.microsoft.com/default.aspx?id=260519 shows how to force the
download dialog.
