ActiveX DLL permission denied error

I recently got XP and a COM/MTS component that has been installed on a
couple of our servers, working flawlessly, has a new problem. When I export
the component now, or just install the previously exported component, for
the application proxy, and I try to create and instance of the component (on
the server of course), I get the error, Run time error 70, permission
denied.

Anybody know why I'm getting this error now and it wasn't happening before I
got upgraded to XP? If I export the component as a Server Application
(select that radio box in the Export dialog), it works fine. However, this
installs the component and creates it on the clients machine which kind of
negates the whole (only deploy to the server) idea.
