Cannot build msistuff.exe from Platform SDK???

Hi all, I have been following an article to create a
setup.exe that is downloadable and installable from the
internet...

I have been going through the process and am unable to
build msistuff.exe from the platform SDK...I don't have
any machines that are less than windows 2000, and I'm not
sure if I need to be even following this method...

could someone clarify what I need to do to get my hands
on msistuff.exe or some other free utility that will let
me accomplish this article? Or if someone could build
and send me msistuff.exe I'd REALLY appreciate it.
