Optional DEVPATH

I have a DEVPATH set on my computer. What I want to achieve is if I
run an application through the IDE I want try to find the dlls in the
path that DEVPATH states first. And if I run my application directly,
use the gac version of the dlls.

Could I use some kind of .config settings ?
