web services call in disconnected environments.....

hi all !!!

what should I configure so when an application makes a web service call and
there is no connection to the Internet then the Windows default dialup
connection shows up ?

by default seems like if .NET application do not use Internet Explorer's
connection settings (currently configured to "always dial my default
connection").
