Asp.net Application State

I have a problem with an Asp.net Web Application I have been developing. The
project contains multiple asp.net webforms. I have code that I want to only
be run when IIS first starts and when the computer is shutdown. I attempted
to do this by putting the code in the Application_Sta rt/ Application_End
events, but these events are called each time a new webform is loaded. I
also attempted to add keys into the Application State
(Application.Ad d("Newkey", "Newkey") but the Key is not visible each time the
Application_Sta rt event is thrown.

Can anyone help me understand why this event is called to each time a
webform is loaded? Is this how the event is supposed to work? Any help
anyone can give me I would appreciate. Thanks.

I'm storing some things in the application state, like this: Application = "whatever"; In Visual Studio, when I shut down the web app then start it again the application state information remains. If there are no browsers using the app one would think that this would remove any application state, but it does not. However if I wait awhile then the application state information goes away.
