Asp.net Application State

I have a problem with an Asp.net Web Application I have been developing. The
project contains multiple asp.net webforms. I have code that I want to only
be run when IIS first starts and when the computer is shutdown. I attempted
to do this by putting the code in the Application_Start/ Application_End
events, but these events are called each time a new webform is loaded. I
also attempted to add keys into the Application State
(Application.Add("Newkey", "Newkey") but the Key is not visible each time the
Application_Start event is thrown.

Can anyone help me understand why this event is called to each time a
webform is loaded? Is this how the event is supposed to work? Any help
anyone can give me I would appreciate. Thanks.
