No-Touch app being asked for Save/Run on IE6?

I have a no touch application which when placed on our dev Windows 2003
server launches great as a no-touch in IE 6 on the client XP.

We we copied over the application to the test Windows 2003 server, I am
presented with the Save/Run dialog box in IE6. The virtual folders
appear to be set up the same and are both IIS 6 applications.

The client I am testing on has .NET 1.1, XP SP1 and the servers are on
the local corp intranet.

I thought it's impossible to have a no-touch app when loaded by IE,
present a Save/Run dialog.
