resx files and BuildAction

Hi all

Can anyone tell me if .resx files ignore the BuildAction property? I have
two resx files in my project, and I wish to choose which one is actually
compiled into my executable. So, I set the BuildAction of one file to
Embedded Resource and the other file is set to None. Both files are compiled
in. Even if I only have one resx file, it is _always_ compiled in,
regardless of Build Action.

This is a VS.NET 2003, framework v1.1 web service application.

The alternative would be to be able to use conditional defines to specify
which file to include in the executable. Is that possible?
