VB.net and Office XP

This article suggests that developing solutions for Office 2003 applications
using VB.net is better than doing so using VBA:

Assuming that's true, would the same generally hold true for developing
solutions for Office XP applications?

If I'm going to spend time learning a development language that I could use
to create solutions for Office products (versions 2000, XP, and 2003),
shouldn't I lean toward VB.net as opposed to VBA?
