V. Studio .Net permission to debug issue

I thought it was a known issue that only Administrators
could debug a .NET application. It might be an old issue,
though.

Hi,

I am having a problem that normal non-administrative users
do not have permission to debug.

I have tried adding both domain and local users to the
"Debugger Users" and "VS Developers" groups as per the
documentation suggests. I re-installed the entire product
several times but still it only works as an administrator.

The workstation is running Windows XP Professional. A
Windows re-install isn't an option. I have a hunch it may
be some sort of permissions issue as these workstations arein a college environment and are quite heavily "locked
down" - but I'm really guessing.

Anybody got any ideas?
