Backing up files etc

Can anyone help please, my comupter came with everything pre installed - I
want to run back ups (have learned the hard way). The back up icon is not on
my computer, so I go to the Microsoft site and the tell me how to get the
back up icon, but I need my Windows XP CD - which I dont have, what do I do?

I've taken a look at mysqlhotcopy and mysqldump but neither seem to do what I need them to do which is to backup only the data which has changed since the last backup. Is there a way to do this? Of course, being able to recover the database from these delta backups is important.
